Each is a subject matter expert in the topics they teach, backed by the credentials, training, and practical insight to make every lesson relevant, rigorous, and ready for the real world.
When you choose RLC for training or consulting, you’re choosing professionals who understand the work because they’ve done it. We’re committed to delivering instruction you can trust—and an experience that meets the high standards you expect.

More than that, Jim is known in the region as someone who can speak effectively with almost anyone and his skills have been tapped throughout his career to obtain confessions and evidentiary statements from otherwise stubborn victims, suspects and witnesses.

Instructor, Legal Expert
Chief (ret.) John Moore, Esq.
A Massachusetts attorney and retired police chief with 38 years in the legal and criminal justice fields, teaching criminal law and procedure, civil rights and civil liability, fair and impartial policing, procedural justice, leadership, and risk management to sworn officers, supervisors, and executives. Instruction is grounded in three decades of courtroom practice and nine years of police command experience, and is delivered as in-service blocks, command-level seminars, and agency consultations across Massachusetts, Rhode Island, and New England.
Lesson material is built to be legally current and agency-usable: statutes and case law updates presented in plain operational terms, scenario and case-study discussion drawn from real litigation and command experience, and documentation of attendance and testing where an agency or training academy requires it.
